The mission of the Southern Alleghenies Planning and Development Commission (SAP&DC) is to address human resource development, encourage the creation and retention of jobs, and actively seek to improve the quality of life for the residents of the Southern Alleghenies Region, including Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset Counties.

The Southern Alleghenies Planning and Development Commission (SAP&DC) is a regional, non-profit organization serving Bedford, Blair, Cambria, Fulton, Huntingdon, and Somerset counties. SAP&DC is governed by a board comprised of County Commissioners from each of the six member counties, as well as representation from the private sector.
The SAP&DC provides assistance to local, state, and federal agencies, businesses, and individuals in the six-county region. This assistance can be categorized broadly into four specialties: Planning and Community Development, Workforce Development, Business Development, and Business Lending.
